Role: Health, Safety and Environment (HSE) Officer

The HSE Officer is responsible for implementing, monitoring, and continually improving the company's Health, Safety and Environmental Management System. The role ensures compliance with applicable legal requirements, ISO 45001 standards, company policies, and industry best practices while promoting a proactive safety culture across all company operations.


Key Responsibilities

Health and Safety Management

  • Implement and maintain the company's Health and Safety Management System.
  • Conduct workplace inspections and safety audits to identify hazards and recommend corrective actions.
  • Carry out risk assessments and Job Safety Analyses (JSA) for company activities.
  • Monitor implementation of control measures and ensure closure of identified safety issues.
  • Maintain HSE records, registers, and documentation.
  • Support emergency preparedness and response activities, including fire drills and evacuation exercises.
  • Monitor compliance with PPE requirements and safe work procedures.
  • Investigate incidents, near misses, unsafe acts, and unsafe conditions and recommend corrective actions.
  • Track and report HSE performance indicators.


ISO 45001 & Management Systems

  • Support implementation and maintenance of ISO 45001 Occupational Health & Safety Management System.
  • Participate in internal audits and management reviews.
  • Monitor corrective and preventive action closure.
  • Ensure document control requirements are maintained.
  • Assist in preparation for external audits and certification assessments.

Legal and Regulatory Compliance

  • Ensure compliance with OSHA 2007 and applicable Kenyan HSE regulations.
  • Monitor changes in HSE legislation and communicate requirements to management.
  • Liaise with regulatory authorities when required.
  • Maintain statutory records and licenses related to health and safety.

Training and Awareness

  • Conduct HSE inductions for employees, visitors, contractors, and interns.
  • Deliver toolbox talks and safety awareness training.
  • Develop safety communication materials including alerts, posters, and bulletins.
  • Promote employee participation in HSE programs and initiatives.

Environmental Management

  • Monitor waste management and environmental compliance requirements.
  • Promote resource conservation initiatives.
  • Support environmental risk assessments and sustainability programs.
  • Ensure proper handling and disposal of hazardous materials where applicable.

Contractor and Visitor Management

  • Ensure contractors comply with company HSE requirements.
  • Conduct contractor safety evaluations and inspections.
  • Verify contractor and sub-contractor risk assessments and safe work procedures before commencement of work.

Reporting

  • Prepare weekly and monthly HSE reports.
  • Maintain incident statistics and trend analysis.
  • Present HSE performance updates to management.
  • Recommend improvement initiatives based on performance data.



Qualifications

Education, Experience, Skills, Competencies and Personal attributes

  • Degree in Occupational Health & Safety, Environmental Science, Engineering, or related field
  • NEBOSH International General Certificate (IGC)
  • ISO 45001 Internal Auditor Training
  • Minimum 3 years' experience in Health, Safety and Environment management.
  • Experience implementing HSE management systems.
  • Experience in Electrical industry is an added advantage
  • Experience conducting risk assessments and incident investigations.
  • Experience supporting ISO 45001 systems is desirable.
  • Knowledge of OSHA 2007 and related regulations.
  • Excellent report writing and documentation skills.
  • Strong communication and training skills.
  • Good presentation and interpersonal skills.
